On 4 August, the European Union published the REACH Restriction on diisocyanates (EU regulation 2020/1149) which will introduce mandatory training requirements for workers using diisocyanates from 24 August 2023. This will apply to professional and industrial users of products with a total monomeric diisocyanate concentration of > 0.1%. The Restriction establishes in particular:

  • Minimum requirements for training to be provided to industrial and professional users without prejudice to stricter national obligations in the Member States.
  • Requirements for diisocyanate suppliers to provide training materials in the official language(s) of the Member State(s) where they supply the substance(s) or mixture(s).
  • Mandatory documentation by the employer or self-employed of the successful completion of the training which must be renewed at least every five years.
  • Three levels of training. The training will be conducted either as classroom training/virtual classroom training in house, by a consultant or by public authorities or as online training, may be conducted through accredited trainers.
  • Obligation to include below information on training requirements on the packaging by suppliers of diisocyanates by 24 February 2022.

As from 24 August 2023 adequate training is required before industrial or professional use

Selena FM S.A. is a member of FEICA association which in coordination with ISOPA and ALIPA, the diisocyanate manufacturers’ industry associations, is preparing training material for use by its members and by adhesive or sealant users which probably will become available as of February 2022, early enough for all users of PU products to be trained and certified by 24 August 2023.
